Update 8:50 p.m.: Police have identified the victim as 19-year-old Kenneth Tonic, of Gates Street, South . He remains in critical but stable condition, a hospital supervisor said.

WILKES-BARRE - Police are investigating a shooting at the Pennsylvania Department of Labor and Industry, 32 E. Union St., a building that houses Luzerne County Career Link, Luzerne County Human Services, and Veterans Employment Services, just before 4 p.m.
A man suffered a gunshot wound to his chest and was taken to Geisinger Wyoming Valley Medical Facility in Plains Township, police Lt. Steve Olshefski said.
The man was transported by ambulance from outside an apartment building at 152 N. Washington St., around the corner from 32 E. Union St.
Police were observed searching the area between the Labor and Industry building and the North Washington Street apartment.
There was no information that a gunman has been captured.
