NESCOPECK – Borough Council enacted a no-tax-increase budget on Monday that stipulates $316,789 in proposed spending. Revenue is projected at $316,956, creating a small surplus.

This situation applies similarly to the sewer system budget: anticipated income of $295,530 and estimated expenses of $290,104.

The budget passed 7-0 without debate.

But, the same can't be said for flood insurance coverage for the sewage treatment facilities. There was extensive conversation about the Federal Emergency Management Agency requiring flood insurance as a precursor to funding. Then council decided to apply for insurance in spite of a projected $28,000 annual premium.

Overall, according to discussion at the meeting, borough officials are seeking in excess of $100,000 to repair water damage at the treatment facilities.

In November, council voted to table the matter.

On Monday, however, councilmen Kim Kishbaugh and Dave Madera proposed, in order to safeguard Nescopeck's request for relief funding, that an application for insurance coverage be filed, and that Solicitor Robert Bull provide an interpretation on FEMA's requirements.

In other action:

• Council voted unanimously to continue meeting on the second Monday of each month at 7:30 p.m. in 2013.

• Council approved the payment of $2,654 to American Technologies for surveillance cameras at the recreation park.

• A petition from 11 residents to have Second Street converted to one-way (west) was tabled pending a public meeting in January.

The petition will also be forwarded to the planning commission.

• An invoice of $11,430 from the Bognet Co. for interior work at the community center was approved for payment.

Change orders from Bognet of more than $1,000 were also approved.

• A meeting will be sought with Peters Engineering over invoices submitted by Peters for this same community center renovation project.
