WILKES-BARRE — A city man was shot in the neck and killed when he was approached by two people at an apartment building in the 500 block of South Franklin Street on Thursday night.

The Luzerne County Coroner’s Office identified the victim as 28-year-old Kervin Lee Garcia.

Police said Garcia suffered a gunshot wound to his neck and facial area just before 10 p.m. at 518 S. Franklin St.

Garcia was treated by paramedics at the scene and transported to Wilkes-Barre General Hospital where he was pronounced dead, police said.

Police suspect Garcia was inside the building when he was approached by two people at a doorstep. Witnesses told police a single round was fired.

It is unknown if officers recovered surveillance video of the incident.

A sign posted on the front porch of the home states, “You’re being watched,” indicating the property is under surveillance.

An autopsy revealed Garcia died from a gunshot wound to the head area. The manner of death was homicide, according to the coroner’s office.

The State Police Forensic Services Unit and county detectives are assisting in the investigation.

District Attorney Stefanie Salavantis could not be reached for comment.

The residence where the incident took place was formerly a single home now turned into apartments, according to property records.

They list Ann Marie Bossard, of Anthracite Street, as owner of the South Franklin Street building.
