Chiropractor’s license pulled

He was among 227 penalized by Pa. Bureau of Professional and Occupational Affairs.

Kingston chiropractor David E. Fellerman is among 227 licensed or commissioned professionals or businesses penalized by the Pennsylvania Department of State’s Bureau of Professional and Occupational Affairs between Aug. 1 and Oct. 31.

Fellerman’s license was indefinitely suspended for at least five years. He pleaded guilty in 2007 and was sentenced to two years probation for withholding information on a crime. According to federal court records, Fellerman knew the chiropractor with whom he shared a practice, Robert Bittenbender, was filing hundreds of thousands of dollars worth of bogus insurance claims with Blue Cross/Blue Shield.

Fellerman may apply for reinstatement on a probationary period after one year, but must meet certain conditions. In addition, the Board of Chiropractics ordered Fellerman to “author an article or other publication regarding his experiences with health care fraud, and pitfalls in the practice of the profession so as to aid other practitioners in avoiding the same mistakes that he made.”

Other Luzerne County professionals penalized are:

• Donny T. Sage, Wilkes-Barre, suspended Aug. 6 by the Board of Cosmetology because of a domestic relations issue. His suspension was lifted Oct. 8 after the matter was resolved.

• Gene R. Fisher, Sugarloaf, had his state pharmacist license revoked based on disciplinary action imposed on him by the licensing authority of Texas. According to the Board of Pharmacy, Fisher provided false information to the board on renewal applications in 1989, 1992 and 2002, concerning disciplinary action taken against him in Texas and failed to report the Texas disciplinary order.

• Leah Jones, Nanticoke, had her registered nurse license automatically suspended by the Board of Nursing because of a criminal case against her last year. In 2007, she pleaded guilty in Luzerne County Court to possession of drug paraphernalia and was sentenced to six months probation.

On Aug. 1, the Board of Nursing reinstated Christina Lamoreaux’s registered nurse license to probationary status for a period of no less than three years. Lamoreaux is from Newport Township.

A Lackawanna County business and two professionals were also on the list.

Grand VHG, LLC, doing business as Santo Lincoln Mercury Volvo in Moosic, was cited Aug. 5 by the Board of Vehicle Manufacturers, Dealers and Salespersons for employing an unlicensed salesperson. The company has been ordered to pay a $2,500 civil penalty.

Dealership owner Greg Santo said a salesman hired in 2006 said he had a license, sold a vehicle and ended his employment soon after. A state audit this year of the dealership’s sales the past two years determined the employee was not licensed.

Other Lackawanna County professionals on the list are:

• Kieu Nguyen, Peckville, cited Oct. 6 by the Board of Cosmetology for various violations, including practicing cosmetology “in a grossly incompetent or unethical manner by the use of two razor scraper tools in the practice of nail technology,” maintaining an unlicensed cosmetology shop, employing an unlicensed individual to perform nail technology services and failing to have current licenses available on the premises. Nguyen was doing business as L B Nails and was ordered to pay a penalty of $2,100.

• Michelle Cathy Gorton, Olyphant, was ordered to pay a civil penalty of $500 because she practiced as a respiratory care practitioner when she was not licensed and registered by the state Board of Medicine. Her penalty was handed down Sept. 23.
