DALLAS – Borough council voted Wednesday to approve a downtown master plan design concept.
Borough Manager Tracey Carr said the plan includes increased retail space, parking, light posts, trees, sidewalks, bike racks and garbage receptacles. The municipal building will stay in its current location and will not move to an area behind CVS Pharmacy as proposed in a draft of the design.
The plan is a result of survey findings from residents, businesses and students. Borough officials also met with students from Misericordia University to discuss what they would like to see in the downtown.
“The whole idea is to better the downtown core area, allow more retail to better the downtown area,” Carr said.
The design concept, created by Kairos Design Group, will be used to seek potential project funding opportunities to make the plan a reality.
In other business, council agreed to execute a community development cooperation agreement between the Luzerne County Commissioners and the borough for a $100,000 Community Development Block Grant. The funding will be used to install storm water infrastructure piping in area from the intersection of Lehman Avenue and Spring Street out to Machell Avenue.
