Luzerne County precluded from kids for cash lawsuit, judge says

U.S. District Court Judge A. Richard Caputo has denied a motion to add Luzerne County as a defendant to the kids for cash lawsuit. The ruling will preclude the plaintiffs from being able to seek damages from the county.
