The announcement, highlighted on CQ Politics, says he is "looking seriously at the race" in an effort to "be actively involved to ensure that our children have a better quality of life than we do today."
O'Brien filed a statement of candidacy and formed a campaign committee on September 11, 2009, with the Federal Election Commission to be sure he followed all necessary procedures to enter the race, CQ politics reports.
FEC filings show the registration of the URL obrien2010.com, but the page is not currently active.
He also posted the following message, including a link to the article, on his Facebook page at around 8 a.m. this morning:
"I wanted to let you know that I have formed a federal campaign committee to run for the United States Congress. As I continue to evaluate the race, I thought that it would be prudent to form a committee to ensure that I comply with all appropriate federal rules."
O'Brien was elected to his post in the commissioner's office in 2007.
Kanjorski has served in the House of Representatives since 1985. He is a senior member of the Financial Services Committee and chairs its panel on Capital Markets, Insurance and Government Sponsored Enterprises.
He faced a re-election challenge from Hazleton Mayor Lou Barletta (R) in November 2008.
