State House passes teen driving restriction legislation

HARRISBURG – Legislation aimed at protecting teen drivers overwhelmingly passed the House of Representatives, state Rep. Todd A. Eachus, D-Butler Township, announced Monday.

The bill, which passed 168-24, prohibits minors from driving with more than one passenger in the vehicle and requires them to complete 65 hours of practical driving experience, including 10 hours of night-time driving and five hours of inclement weather driving to obtain their junior driver’s license.

Also, it will prohibit junior drivers from using a cell phone, either hands-free or hand-held, while driving.

Eachus added that the legislation also would address distracted driving for adults, including tougher penalties for drivers who are found to be distracted by grooming, eating or drinking, or reading behind the wheel. The bill now goes to the state Senate for consideration.
