Suit: Ex-deputy violated woman’s right to privacy

SCRANTON – A Luzerne County woman has filed a federal lawsuit against a former employee of the Sheriff’s Department, alleging he disseminated an image of her naked body that was taken while she was using a decontamination shower.

The woman, identified in court documents as Jane Doe, claims that on or about Sept. 27, 2007, Ryan Foy, former deputy chief sheriff, seized a video image of her in the shower room and later placed the photo on his computer. She only learned of the incident after a third party told her about it.

Foy, of West Pittston, was employed as a deputy chief under former Sheriff Barry Stankus. He was fired in January - one day after current Sheriff Michael Savokinas took office. Savokinas appointed Carl Zawatski to the position.

The lawsuit, filed by attorney Cynthia Pollick of Pittston, names as defendants Foy and the county. It seeks unspecified damages for violations of the woman’s right to privacy.

Reached Tuesday night, Foy said he did not know anything about the suit or the alleged incident. He declined further comment.
