(AP) A former assistant city manager of the corruption-plagued city of Bell is headed to trial in California.
Opening statements in Angela Spaccia's trial are set to begin Wednesday. Spaccia is accused of setting exorbitantly high salaries for city employees and devising a paper trail to hide them. Her annual salary was $375,000.
Disgraced former city manager Robert Rizzo has entered no contest pleas to dozens of counts of fraud, misappropriation of public funds and other charges in a plea deal. He has agreed to testify against Spaccia, his former assistant.
Rizzo had a compensation package of $800,000 a year plus benefits that brought it to $1.5 million a year.
Spaccia was indicted on 13 counts of misappropriation of public funds, conflict of interest and other charges.
