Attorney Elaine Cook, R.N., J.D, the vice president of the Wilkes-Barre Law and Library Association/the Bar Association of Luzerne County, was selected the winner of a national legal essay competition, sponsored by National Conference of Bar Presidents. This was the first time in the association’s history of one hundred and sixty-three years that an officer has been selected for such a national honor. She received her juris doctorate degree from the Texas Southern University Law School. In addition to being a practicing Pennsylvania lawyer, Cook is a registered nurse.
Attorney Carl N. Frank was awarded the the Wilkes-Barre Law and Library Association’s President’s Award. This award is the highest honor that can be bestowed on a local lawyer or judge. It reflects the highest values of the ancient and honorable profession of the law and community involvement and leadership.
