The following are recent Lackawanna County restaurant inspection reports from the Pennsylvania Department of Agriculture. According the agency: “any inspection is a ‘snapshot’ of the day and time of the inspection. An inspection conducted on any given day may not be representative of the overall, long-term cleanliness of an establishment. Also, at the time of the inspection violations are recorded but are often corrected on site prior to the inspector leaving the establishment.” The information is taken from the inspection database at www.eatsafepa.com. Postal addresses used here are as listed on the state’s website, and may not correspond to the municipalities in which facilities are physically located.

Akita Asian Cuisine Inc., 1061 Shoppes Blvd., Moosic, March 7. Regular inspection; in compliance. Violations: Food ingredient storage containers, in the prep area, not labeled with the common name of the food. Observed rice cooker stored directly on the floor in kitchen area, rather than 6 inches off of the floor as required. Shrimp observed thawing in standing water in the prep sink, which is not an approved thawing method. Reviewed with the person in charge proper thawing methods. Single use plastic bags reused for further food storage. Utensils, food contact surface, were observed to have old food residue and was not clean to sight and touch. Non-food contact surfaces of refrigerator and underneath equipment not cleaned at a frequency to preclude accumulation of dirt and old food residue. Observed clean steel whisk utensils stored between plumbing fixtures, a prohibited area.

Joe’s Kwik Marts #PA0194, 99 S. Main St., Archbald, March 7. Regular inspection; in compliance. Violation: Observed two quarts of fat free milk with sell by date of 03/05/17 and intended for use or sale in the food facility. Expired milk were removed from sale.

LaCoe’s Custom Butchering, Route 6 & 11, La Plume, March 7. Follow-up inspection; in compliance.

Little People Day Care School, 254 Meridian Ave., Scranton, March 7. Follow-up inspection; in compliance.

Manning’s Ice Cream Store, 549 State St., Clarks Summit, March 7. Regular inspection; in compliance. Violations: Working container in front counter area, used for storing a chemical taken from bulk supplies, was not marked with the common name of the chemical. The chemical was identified as Windex and the container was labeled during this inspection. Food employee observed in front counter area, not wearing a proper hair restraint, such as a net, hat, or visor. Food facility does not have available sanitizer test strips or test kit to determine appropriate sanitizer concentration. Mops are not being hung to air dry. Mops were re-positioned to allow for air drying during this inspection.

The Hangout, 76 S Main St., Carbondale, March 7. Change of owner inspection; in compliance. Violations: Working containers in kitchen area, used for storing chemicals, cleaners taken from bulk supplies, were not marked with the common name of the chemical. Food facility does not have available chlorine sanitizer test strips or test kit to determine appropriate sanitizer concentration. Women’s toilet room is not provided with a covered waste receptacle for sanitary napkins. Floor surface beneath shelving in the kitchen area, is made of tile, and is not durable, smooth, non-porous, non-absorbent. Toilet rooms do not have a self-closing door.

Robert Morris Elementary School, 1824 Boulevard Ave., Scranton, March 8. Regular inspection; in compliance.

Benny’s of Peckville, 1216 N. Main Ave., Peckville, March 8. Regular inspection; out of compliance. Violations: Working containers in prep area, used for storing cleaners taken from bulk supplies, were not marked with the common name of the solution. The person in charge does not have adequate knowledge of food safety in this food facility as evidenced by this non-compliant inspection. Food facility has an original certificate posted, but the location is not conspicuous for public viewing. Raw chicken displayed next to ready-to-eat foods in the bain marie unit with no barriers to prevent cross-contamination Observed pizza pan stored directly on the floor in kitchen area, rather than 6 inches off of the floor as required. Interior of hood system has an accumulation of grease and dust and in need of cleaning. Food facility does not have available sanitizer test strips or test kit to determine appropriate sanitizer concentration Observed deeply scored cutting boards not resurfaced or discarded as required. Accumulation of black residue on the interior surfaces of the ice machine. Microwave and fry cutter, a food contact surface, was observed to have old food residue and was not clean to sight and touch. Plumbing system not maintained in good repair. Observed water leaking at the hand-wash sink. Tools and personal items stored together with utensils in kitchen area.

Capra Collina Winery, 1971 Scranton/Carbondale Highway, Blakely, March 8. Regular inspection; in compliance.

Gangi Pizza, 407 George St., Throop, March 8. Regular inspection; in compliance. Violations: Food facility has an employee who held a Certified Food Manager certificate; however, the certificate has expired and is no longer valid. Employees are planning on completing ServSafe class within the next two months. Owner to fax copies of certificates to PDA regional office once course has been completed. Food employees observed in prep area, not wearing proper hair restraints, such as nets, hats. Raw animal foods, eggs, were stored above ready to eat foods, deli meats/cheeses, in the reach-in refrigerator. The eggs were moved during this inspection. The floor underneath the cooking equipment is soiled and in need of cleaning.

Gertrude Hawk Chocolate Shops, 614 Commerce Drive, Dickson City, March 8. Regular inspection; in compliance. Violation: Temperature measuring devices for ensuring proper temperatures of equipment are not available or readily accessible in the two reach-in refrigerator/freezers.

Nichols Village Hotel and Spa, 1101 Northern Blvd., Clarks Summit, March 8. Regular inspection; out of compliance. Violations: Temperature measuring devices for ensuring proper temperatures of equipment are not available or readily accessible in the two breakfast prep area refrigerators. Food facility does not have a three-compartment sink for manual ware-washing. Paper towel dispenser empty at the hand wash sink in the breakfast prep area. Paper towels were placed at the sink during this inspection.
