WILKES-BARRE — Two city residents were cited for public drunkenness Saturday morning after police received complaints about their behavior at the U.S. Post Office on South Main Street.

Arrested were Lisa Kutzer of South Grant Street and Andrew Hill of Madison Street, who were at the post office with a child, police said. The youth’s age and relationship to the pair was not indicated.

Officers responded to the post office shortly after 11 a.m. following a complaint that Kutzer was grabbing another person and dropping items on the floor.

According to a police report, Kutzer had dilated pupils, could not stop moving, and could not follow an officer’s commands, stating that she was on methadone.

Hill had a strong odor of an alcoholic beverage, glossy eyes and an open container of beer in his possession, police said.

The pair were taken into custody. The child was taken to headquarters and subsequently turned over to her mother, police said.
