One company submitted a proposal to design, build and operate billboards on Luzerne County-owned property, county Purchasing Director Mark Zulkoski said.

The deadline to submit proposals was last week. The county does not release the names of responders while proposals are in the preliminary review stage.

The administration will meet within several days to review the proposal and determine if it “would be advantageous for the county to proceed,” Zulkoski said.

The county’s outside financial advisor suggested advertising to generate revenue for the cash-strapped county in a 2005 recovery plan, and former county controller Walter Mitchell raised the idea again in January.

Mitchell went as far as proposing advertising inserts in tax mailings. Advertisements appear on county Transportation Authority buses and at the Wilkes-Barre/Scranton International Airport, and Mitchell said county officials should capitalize on the same opportunity as long as the advertising content is “in good taste.”
