WILKES-BARRE — An inmate who scaled a fence at the minimal offender’s building at the Luzerne County Correctional Facility last month was captured by city police Tuesday afternoon.


Luis Miguel Feliciano, 29, was caught in the area of South Wilkes-Barre Boulevard and East Northampton Street at about 2:30 p.m.


A prison official earlier today had filed a felony escape charge against Feliciano with District Judge Martin Kane in Wilkes-Barre.


Feliciano scaled a fence in the yard at the minimal offender’s building at about 10 a.m. on June 28. Feliciano was committed to the county correctional facility on June 26 for a parole violation on a drug conviction, and was transferred to the minimal offender’s facility on June 27, according to J. Allen Nesbitt, director of correctional services.


Feliciano’s sentence on the drug conviction expires Aug. 13.
