WILKES-BARRE — The city today enforced it’s one strike ordinance on problem rental properties and shut down an apartment at 216 Carlisle Street after police said they seized crack cocaine during a raid Wednesday.

Mayor Tom Leighton said the apartment will be shut down for six months until next March.

But Adam Peters, the owner of the two-unit apartment building, railed against the city’s action, saying he was never notified that there was a problem there and will appeal it being shut down.
