WILKES-BARRE — Mayor Tom Leighton’s 2014 balanced budget proposal contains no tax or fee increases and includes the hiring of 10 police officers.
The $42.7 million general fund budget that has to be approved by council keeps the millage rate at 121.63 mills. It also contains 3 percent salary increases for unionized employees. Leighton is also taking a salary increase, boosting his annual pay to $82,309 from $79,911. He has forgone his annual pay increase for a number of years citing the city’s financial woes.
