Board limits benefits for workers on leave
   
KINGSTON- A timeframe was implemented Tuesday on fringe benefits for
Luzerne County Transportation Authority employees who are on leave.
    An employee on a leave of absence, whether it is a sick leave, family
leave, or any other type of leave, now may collect fringe benefits for 26
weeks within a two-year period. For merly, the two-year limit did not exist.
   
The new policy was unanimously approved at a special meeting of LCTA’s
board of directors.
   
Board chairman Conrad Sarnecki said the policy had to be enacted before the
end of the year.
   
“We have a couple fellas out and we didn’t want to see the policy abused,”
Sarnecki said.
   
The rising cost of health care was another reason for change in the policy.
Health care costs went up 31 percent in 1998, Sarnecki said.
   
“We’re just fine tuning the personnel policy,” Sarnecki said. “The increase
