Factoryville Borough Council and Clinton Township’s Joint Municipal Sewer Authority has accepted three bids for work to be done on the municipalities’ sewer expansion. On May 13, the sewer authority approved contracts for these bids pending review by Solicitor Jeff Mitchell. The companies approved are Pioneer Construction Co., Inc., Honesdale, for work on sewer lines plus structural and mechanical components for a total of approximately $2.3 million, and Everon electrical Contractors, Inc., Scranton, for electrical components of the project for $194,890. The project is expected to begin later this year.
Mitchell reported that five out of seven residents who have been asked to sign easements to allow project contractors to break ground on their private roads have agreed. Mitchell said he would seek condemnation agreements on behalf of the sewer authority against the two residents who have not signed. Additionally, the sewer authority approved an increase of $34,000 to the expansion project’s engineering budget due to an increase of cost .
The sewer authority plans to fund the sewer expansion through several grants and loans, including a $3.6 million loan from the USDA Dept. of Rural Development and grants the sewer authority is seeking through Pennsylvania’s water and sewer bond ballot initiative.
