There is heavy front end damage to the vehicle and structural damage to the overhanging roof's support columns.
Citizens' Voice reporter Bob Kalinowski, of Nanticoke, was using the ATM at the time and jumped out of the way of the Cobalt just before it crashed.
Kalinowski said he was in the process of withdrawing $20 for lunch when he turned around and saw the vehicle coming at him.
"It was not turning; it was not stopping," Kalinowski told reporters.
Kalinowski said he immediately called 911. While on the phone with 911 call-takers, he opened a car door and a female occupant took off running.
The driver, Stephanie Curry, 20, of Wilkes-Barre, claimed the vehicle hydroplaned due to the heavy rain.
James Smith, of King of Prussia, said he was crossing Public Square when he saw the car going "40 or 50" miles per hour and crash into the ATM.
Curry said she was not injured. She did display a bruise on her forehead.
