Man arrested in sexual assault of teen girl

WILKES-BARRE – City police arrested a man they allege sexually assaulted a teenager he followed from Public Square to Academy Street.


Ronald Franklin, 51, of Academy Street, Wilkes-Barre, was arraigned Sunday by District Judge Joseph Carmody in West Pittston on two counts each of aggravated indecent assault and indecent assault and one count each of resisting arrest, disorderly conduct and public drunkenness. Franklin was jailed at the Luzerne County Correctional Facility for lack of $20,000 bail.


According to the criminal complaint: A 16-year-old girl told police Franklin followed her from Public Square to Academy Street, where he pushed her up against a house and sexually assaulted her Saturday night.


She said she encountered Franklin on Public Square, where he told her several times to come next to him. She walked into a pharmacy and told employees that a strange white male was following her.


The girl stayed inside the pharmacy for a short time and left believing the man had left.


As the girl walked south on South Main Street, she saw the man following her once again asking her to come near him. The girl reached the area of Academy and Stanley streets, where she alleged the man, identified in the complaint as Franklin, cornered her against a building and made sexual advances.


Franklin told the girl he lived with his sister and became startled by passing traffic, the complaint says.


The girl ran to a nearby residence and called police.


Police said in the complaint Franklin returned to his residence saying, I didn't do nothing. He fought with an officer and had to be tackled to the ground, police said.


Franklin was handcuffed and placed in the cruiser's rear seat, where he repeatedly kicked the window, according to the complaint.


An officer suffered a back injury during a struggle with Franklin.


A preliminary hearing is scheduled on Jan. 29.




Franklin was jailed at the county prison for lack of $20,000 bail.
