WEST WYOMING -- Council passed the first reading of the proposed 2013 budget Monday, and announced there would be no tax increases in the $863,000 spending plan.

Council will vote on the proposed budget at the December meeting.

Council also announced plans to pay off an approximately $24,000 loan at PNC Bank in the coming days. We're paying off the loan 11 months before the due date, which is a very positive step in the right direction, said council president Eileen Cipriani.

A borough resident asked why it took an hour and nine minutes for the borough's ambulance company to respond to a 911 call she placed in September when she thought her mother, also a borough resident, was having a heart attack. She said the Swoyersville Ambulance service responded to the home after her third call to 911.

Mayor Joe Herbert said he investigated the matter and noted that when 911 dispatchers received the call it was classified as a BLS (Basic Life Support) situation, rather than ALS (Advanced Life Support) due to a complaint of arm pain. He pointed out that the borough's ambulance service is an independent company, and council has no authority over it. He noted that the 911 dispatchers are responsible for making the decision as to whether the call is considered ALS or BLS, but that he'd look into the matter again.

In other business, council voted to:

Accept a bid from Brdaric Excavating for the Abraham's Creek Growing Greener Grant Project in the amount of $140,217.

Accept a bid from DeNaples Auto Parts for the borough's old police cruiser in the amount of $501.

Award bids for FEMA-funded projects related to damage done by last year's Hurricanes Lee and Irene to Pennsy Supply for repairs to Cooper Hill Road in the amount of $8,474 and Stell Enterprises for ditch work on Shoemaker Ave. in the amount of $18,000.

Appoint Northeast Code Services, Inc. as the borough's building code inspector beginning Jan. 13, 2013.

Appoint Nick Perugini to the borough's Recreation Board.

Appoint West Wyoming High School junior Adrienne Pryzbyla as the 2013 Junior Council Person.

Cipriani thanked current Junior Council Person Jared Saporito for his contribution to the borough, including coordinating several students to plant shade trees in the borough this month.
