SUGAR NOTCH – A Plymouth woman faces numerous charges after a traffic stop on July 12.
Sugar Notch Patrolman Peter Lakkis was directing traffic and crossing pedestrians at Main and Brook streets during the Holy Family Church bazaar when a motorist stopped and told him about a motorist driving erratically in a red Pontiac Sunfire, according to a criminal complaint.
Lakkis saw the driver nearly strike a parked vehicle and pedestrians and cross solid double yellow lines on the roadway, according to the complaint.
Lakkis performed a traffic stop at Main and Connor streets and observed that the driver, Stephanie Kocher, 24, of 110 Smith Row, Plymouth, appeared confused and had unusually small pupils, according to the complaint. He also observed Q-tips in a vehicle cup holder and a small, white glassine bag on the floor – items commonly used when ingesting heroin.
Kocher denied drinking alcohol or ingesting narcotics, telling Lakkis she has been “clean for a while” and was on her way “to rehab in Nanticoke,” Lakkis said.
According to the complaint, after Kocher exited her vehicle, police recovered three metal spoons containing suspected heroin residue, one syringe, 10 white glassine bags containing suspected heroin residue, five blue glassine bags stamped in red with a picture of a devil’s face and the words “Black Devil,” Q-tips and dental floss, commonly used when ingesting heroin, from her vehicle.
Kocher was arrested and administered a blood alcohol test and a drug screen at Wilkes-Barre General Hospital. She tested negative for alcohol and positive for Free Morphine, indicating heroin usage, according to the complaint.
Lakkis was charged with possession of a controlled substance, possession of drug paraphernalia, driving under the influence of a controlled substance, reckless driving, careless driving, failing to stay in her lane of travel and driving on the wrong side of the road.
