WILKES-BARRE – Luzerne County Recorder of Deeds Mary Dysleski has hired a
new deputy recorder.
Holly M. Quinn of Wilkes-Barre begins work today. She replaces Jim Marsh,
whom Dysleski fired in mid-January about differences in management style.
Quinn’s salary is $29,000.
Quinn is leaving a job as manager of Cheers, a store in the Wyoming Valley
Mall, to work with Dysleski. She recently completed a master’s degree in
public administration, with a concentration in financial resource management,
at Shippensburg University. Last summer, Quinn worked as an intern for the
Hazleton Area Civic Partnership, which Dysleski said included valuable
experience in writing grant proposals.
Dysleski said Quinn was chosen for her knowledge of customer service,
grants and computers, as well as some experience researching deeds.
Dysleski said she holds Marsh partly responsible for a backlog of several
hundred pieces of mail that had piled up for months before she took office. In
the past few days, Dysleski and her staff finished processing the stacks of
mail, which is now up to date.
Marsh was hired by the former recorder, Democrat Frank Castellino, who
retired in January. Marsh was paid $33,390 in 1999.
