Julian Neland Nathan Velez, son of Dawn Tosh and David Velez, Wilkes-Barre, is celebrating his first birthday today, April 8. Julian is a grandson of Janice Norton and Donald Tosh, both of Wilkes-Barre; Olga Machanic, Miami, Florida; and the late Arnold Velez, Aguadilla, Puerto Rico. He has a brother, Richard Sarbaugh, 19, and a sister, Alexandra Sarbaugh, 15.
