Work to include culvert cleaning, a French drain — and later, a ‘beaver deceiver’

HANOVER TWP. — Leave it to the beavers.
State Rep. Alec Ryncavage on Wednesday announced that a successful resolution to the longstanding issue of flooding and damage on Spencer Lane — the single access road for the “Townhomes of Hanover Township” on Allenberry Drive.
The road, owned by Luzerne County, had become prone to flooding due to rising water levels in marshes flanking the road — and the activities of a local community of beavers.
“Residents of the community faced significant challenges, including safety concerns, as emergency vehicles, school buses, and other essential services utilized this road,” Ryncavage said.
Working tirelessly with Luzerne County, Hanover Township, the Pennsylvania Game Commission, and the North Branch Land Trust, Ryncavage said he coordinated efforts to find a solution to the problem.
“The cause of the flooding was identified as a beaver dam inside the culvert beneath Spencer Lane, exacerbating the flooding issues during periods of heavy rain,” Ryncavage said.
The emergency response began promptly, with Wyoming Valley Sanitary crews initiating the cleaning of the culvert on Monday. Emergency procurement from Luzerne County enabled additional crews to start work on Wednesday, installing a French drain that will redirect water to the other side of the marsh, preventing future flooding incidents.
Ryncavage said all repair work is expected to be completed by the end of the week, ensuring the safety and accessibility of Spencer Lane for the residents.
Furthermore, Ryncavage said the North Branch Land Trust has committed to funding a “beaver deceiver” — a solution designed to manage beaver activities in the area effectively. This initiative, in collaboration with the Pennsylvania Game Commission, will safely trap and relocate the beavers while implementing measures to control their population and activities.
Ryncavage expressed gratitude for the swift and collaborative efforts of all parties involved.
“The resolution of this pressing issue showcases the power of community collaboration,” Ryncavage said. “Together, we have found a fast and effective solution, ensuring the safety and convenience of the residents of Townhomes of Hanover Township.”
In addition to the immediate fixes, Ryncavage said his office is working closely with Luzerne County and Hanover Township officials to secure $500,000 in funding for the complete resurfacing of Spencer Lane in the spring. Ryncavage said this proactive measure aims to prevent future occurrences of flooding and damage, providing a long-term solution to the issue.
Ryncavage said residents and stakeholders expressed relief and appreciation for the quick response, acknowledging the potential hazards averted by the timely intervention.
