PLYMOUTH — A registered sex offender was arrested once again last week for possessing child sexual abuse materials.

42-year-old Joseph Marsicano Jr., of Plymouth, was arraigned by Magisterial District Judge Michael Dotzel and was denied bail following the investigation of CyberTips generated from Marsicano’s mobile phone number.

On Nov. 28, Luzerne County detectives Charles Balogh and Richard Naprava received two CyberTips from the National Center for Missing and Exploited Children (NCMEC) in regards to a mobile number linked to a data storage service for Verizon.

According to the service’s records, the mobile number that was traced back to Marsicano uploaded to the system suspected images of child sexual abuse showing prepubescent minors.

After reviewing both of the CyberTips, which included eight total images of minors performing sexual acts, investigators obtained a search warrant for Marsicano’s mobile device.

According to an affidavit, Marsicano confirmed his mobile number during this time and advised investigators that no one else used his mobile device.

Investigators from the Luzerne County Internet Crimes Against Children Task Force and Plymouth Police Department executed a search warrant on Marsicano’s residence, where they seized several electronic storage devices, including a mobile phone.

During the forensic examination of the phone, detectives discovered in excess of 25 images and videos depicting minors engaging in prohibited sexual acts.

Also during this time, investigators were notified that the CyberTips that they received appeared to be related to a CyberTip investigated previously that was tied to the same number.

According to the previous CyberTip, Marsicamo disseminated two videos depicting child sexual abuse material with minor children engaging in prohibited sexual acts through Snapchat, a multimedia instant messaging app.

In that case, Marsicano was arrested and pleaded guilty to possessing child sexual abuse materials and, as a result of this conviction, he was registered as a Tier 1 (15-year) Megan’s Law registrant.

Marsicano faces 33 counts of third degree felonies for sexual abuse of children and two counts of third degree felonies for criminal use of a communication facility. A preliminary hearing is scheduled for Dec. 27 beginning at 9:45 a.m. at the Luzerne County Courthouse.
