HANOVER TWP. — The Wyoming Valley Sanitary Authority (WVSA) on Friday announced the hiring of Paul Keating as Chief Financial Officer following a Board Visioning and Transition Process necessitated by the impending retirement of longtime Finance Director Sandra Bartosiewicz.
Keating, who has served as Administrator for the Municipality of Kingston, will assume his new position on June 10.
“When Sandy announced that she was ready to retire, we were excited for her and well aware of the critical role we had to fill,” noted Sam Guesto, Chairman of the WVSA Board of Directors. “Her 40-year association with WVSA and wealth of knowledge of our financial operations would be hard to replace, and we decided to take the time to determine the future growth and needs of the organization resulting in the position we have filled today. We are truly excited to welcome Paul to the team.”
Keating brings 31 consecutive years of municipal management experience to the WVSA. Most recently, Keating has served the Municipality of Kingston as Municipal Administrator for the past 28 years. In this capacity, Keating was instrumental in bringing Kingston out of millions of dollars of unfunded debt and helped to transform Kingston into one of Northeastern Pennsylvania’s premier communities.
Prior to serving as Kingston’s Municipal Administrator, Keating served as City Manager of Nanticoke and Borough Administrator of Edwardsville.
Keating is widely involved in many other public and civic organizations including the CEO Board of Directors, Lower South Valley Land Bank and St. Ignatius Holy Name Society.
Keating is a graduate of King’s College with a Bachelor of Science in accounting. Throughout his 31 years in local government, Keating has earned countless hours of professional development training and served numerous times as a panel or keynote speaker for professional development organizations.

According to Guesto, Bartosiewicz will remain on staff for a period of time to ensure an orderly transition for this crucial leadership position.
“Sandy will be a tremendous asset to Paul, and we thank her for her decades of service to WVSA and willingness to pass on her knowledge,” said Guesto.
