HANOVER TWP. — An Edwardsville man claimed he “panicked” when he failed to stop for expired inspection and emissions stickers in Hanover Township on Saturday.

Hanover Township police in court records say they spotted a vehicle with expired stickers when it turned on two West Division Street from Barney Street, Wilkes-Barre, at about 12:30 p.m.

The driver, identified in court records as Theodore Smith, 42, failed to stop and turned onto South Regent and Oxford streets.

Smith turned onto Loxley Street, an alley, where an officer caught up with him.

Police allege Smith turned onto Lee Park Avenue and stopped in front of Lee Park Towers.

Smith told the officer he “panicked” believing there was an arrest warrant out of him, court records say.

Two 16-year-old minors were inside Smith’s vehicle.

Smith was arraigned by District Judge James Dixon of Hazle Township on two counts of endangering the welfare of children and one count each of fleeing or attempting to elude police, driving without a license, careless driving and operating a vehicle without valid inspections.

Police in court records say Smith struck a pole on Loxley Street.
