WILKES-BARRE — The crowd overflowed from Public Square and onto the streets Friday evening for the city’s annual free summer concert. This year’s headliner was Dire Straits Legacy. Originally scheduled as the opening act, Tori V & The Karma’s set was canceled at the last minute due to logistical issues, the band announced on social media Friday afternoon.
