HANOVER TWP. — Township police arrested a man they allege kidnapped a woman and bound her hands and wrists before stunning her with a Taser and sexually assaulting her inside a vehicle.
Police investigating a suspicious vehicle parked outside a garage just before 6:30 a.m. Friday arrested Charles David Kocher, 45, after the woman claimed she was held against her will and assaulted for several hours.
Duct tape, a Taser and a shoelace were found inside and outside Kocher’s vehicle, police said.
Kocher, of Franklin Street, Plymouth, allegedly told police he kidnapped the woman “because his wife was being an ass.”
The Times Leader does not identify victims in sexual-assault cases.
According to a criminal complaint:
The woman told police she was with two relatives at Curry Donuts in Nanticoke, where they were picked up by Kocher, who was known to her, for a ride home after 10 p.m. Thursday.
Kocher dropped off the woman’s two companions in the township’s Breslau section, then drove to the boat launch area on the Susquehanna River, behind the Breslau Hose Company, where he drank several beers.
The woman claimed she told Kocher to take her home, but he ignored her requests.
Kocher then drove to Breaker Road and parked near a garage, where he duct-taped the woman’s wrists together and removed a lace from his shoe to tie around her hands.
The woman claimed Kocher stunned her at least 10 times with a Taser as she fought back. She reportedly told police Kocher sexually assaulted her, choked her, pushed his elbow against her neck and threatened to kill her, saying: “I could knock you out if I wanted to.”
Police said the woman had visible injuries to her wrists, hands and neck. She claimed Kocher also duct-taped her mouth to prevent her from screaming.
Kocher initially told police he stopped on Breaker Road to relieve himself. He could not remember binding the woman’s hands and wrists or stunning her with a Taser because he “blacked out.”
Kocher was arraigned before District Judge Joseph Halesey in Hanover Township on two counts each of aggravated assault, simple assault and indecent assault, and one count each of terroristic threats, kidnapping, unlawful restraint and strangulation.
He was jailed for lack of $350,000 bail.
