WILKES-BARRE — City council Tuesday discussed two resolutions and two ordinances during a brief work session.

The four items on the agenda will be voted on at council’s public meeting Thursday at 6 p.m. at City Hall.

The resolutions:

• The reappointment of Dr. Elliot Silkowski of Noble Lane, Wilkes-Barre, to the city’s Board of Health for a five-year term that expires Dec. 31, 2023.

• An application for traffic signal approval by PennDOT. It involves the ownership and maintenance by the city of a signal for a pedestrian crossing on South Franklin Street between Ross and South streets as part of the Streetscape project at the Wilkes University campus.

The ordinances:

• The amendment of the 2018 Community Development Block Grant Consolidated Plan to include the transfer of $798,925 in revolving loan funds for the purchase of a new ladder truck and engine for the fire department. The fund balance increases to $1,526,978.

• The amendment of the garbage and refuse section of the city Code of Ordinances to include the increase of the recycling fee to $60 a year from $50. The fee was raised in Mayor Tony George’s $50.4 million balanced, general fund budget for this year.
