SCRANTON — A man wanted by state police on rape charges in Foster Township was captured by U.S. Marshals in Philadelphia Friday morning.

State police on Jan. 18 obtained an arrest warrant for Frances William Clark, 32, charging him with rape, sexual assault, unlawful restraint, indecent exposure and two counts of indecent assault for an alleged incident that occurred in November 2018.

Attempts to find Clark in the Hazleton area were unsuccessful.

U.S. deputy marshals in the Scranton office learned Clark fled to Philadelphia where he was captured at a residence in the 3100 block of Agate Street at about 7 a.m. Friday. Clark was arrested without incident.

Clark was arraigned late Friday morning by District Judge Daniel O’Donnell on the charges and jailed at the Luzerne County Correctional Facility for lack of $50,000 bail.

“The U.S. Marshals Service recognizes the importance of bringing those charged with serious sex crimes to justice as quickly as possible. We give these types of cases our utmost attention. It is my hope that the young victim and family members will find comfort knowing the alleged attacker is now in custody,” U.S. Marshal Martin Pane stated in a news release.
