JACKSON TWP. — An inmate at the State Correctional Institution at Dallas was arraigned Tuesday on charges he concealed two cell phones, 45 strips of Suboxone and 16.5 grams of synthetic marijuana in his anus.

According to a criminal complaint:

Angel L. Velez, 28, had a contact visit with Ceneatha Powell, 32, of Philadelphia, on Dec. 23. After the visit, Velez was strip-searched, resulting in the discovery of a condom partially inside a body cavity.

Two cell phones and the narcotics were inside the condom.

Velez admitted Powell passed the condom to him that he dropped into his jumpsuit. He claimed he moved his body to move the condom in his pants and used an edge of a chair to force the condom partially into the body cavity.

Velez blamed Powell for forgetting to remove a ring in the condom, which is why he could not fully conceal it.

Velez was arraigned by District Judge David Barilla in Luzerne County Central Court on charges of possession of contraband by an inmate, possession of a telecommunication device by an inmate, possession of a controlled substance and possession of drug paraphernalia.

He was remanded to prison for lack of $10,000 bail.

In March, Powell was charged with possession of contraband, possession of a telecommunication device, possession with intent to deliver a controlled substance, possession of a controlled substance and possession of drug paraphernalia. She remains free on $15,000 unsecured bail.
