WILKES-BARRE — City police arrested a man they say threw a cinder block through the windshield of a vehicle driven by his aunt early Wednesday morning.

Victor David Santiago, 18, was arrested outside his residence on South Hancock Street after a struggle with an officer, according to court records.

Police responded to the area just after 12 a.m. for a dispute involving two women.

When an officer arrived, Santiago was observed walking away from Loriah Alvelo, who was standing outside a vehicle.

According to court records:

Alvelo told police she has been having problems with her sister, Christina Moore, who resides on South Hancock Street. Alvelo showed up to speak with her sister and noticed her nephew, Santiago, outside the residence.

She claimed Santiago picked up and threw a cinder block at the windshield of the vehicle she was driving as she was backing up in an attempt to get away.

Alvelo exited the vehicle and was approached by Santiago saying to her, “I’ll smack the (expletive) out of you,” and “I’ll (expletive) you up,” court records say.

As Santiago was threatening his aunt, an officer arrived at the scene.

Santiago walked away but emerged yelling at his aunt to leave the area.

Police said Santiago took a fighting position toward his aunt and was shoved away by the officer fearing he was going to assault Alvelo.

When Santiago took the same aggressive manner toward the officer, he was shoved backwards.

Santiago initiated a struggle with the officer before he was handcuffed.

Police said the scene became chaotic with people exiting their homes yelling and screaming.

Santiago was arraigned by District Judge Joseph Halesey in Hanover Township on charges of aggravated assault, terroristic threats, propel missile into an occupied vehicle, reckless endangerment, resisting arrest and criminal mischief. He was jailed at the Luzerne County Correctional Facility for lack of $50,000 bail.
