WILKES-BARRE — City police say they arrested James Francis O’Brien IV, 40, after he allegedly tossed bottles, wet toilet paper and feces at bar patrons and passing vehicles on South Main Street.

Police said a witness reported O’Brien was harassing customers to Donahue’s Irish Pub for three days from his third floor apartment at 215 S. Main St.

O’Brien was arrested when he was found hiding behind a vent on the roof of an adjacent building late Saturday night.

According to the criminal complaint:

Police responded to 215 S. Main St. at about 10:15 p.m. Saturday on a report O’Brien was throwing glass bottles at passing vehicles and bar patrons from his third floor apartment.

Police said O’Brien the previous night, Friday, dumped water and tossed wet toilet paper at people on the sidewalk striking several vehicles, the complaint says.

Officers were aware from Friday night’s incident that O’Brien closed windows and curtains when he observed police in the area.

When Saturday night’s incident was reported, an officer parked nearby and observed O’Brien leaning out of a third-floor window with an object in his hand while bar patrons walked to get away from his aim.

An officer shone the cruiser’s spotlight on O’Brien and yelled his name resulting in O’Brien closing the window and curtain.

A security guard at the Irish Pub told police O’Brien had been harassing customers and throwing items at people and passing vehicles.

Officers noticed broken coffee bean jars all over the street and feces was spattered on the sidewalk, the complaint says.

Police accessed the apartment section of the building and discovered a locked padlock on the outside of O’Brien’s apartment door. Officers noticed an open door to another apartment O’Brien allegedly entered.

O’Brien was arraigned by District Judge Joseph Spagnuolo Jr. in Plains Township on charges of criminal trespass, burglary, recklessly endangering another person, disorderly conduct and harassment. He was jailed at the Luzerne County Correctional Facility for lack of $25,000 bail.
