SCRANTON — Former police officer Mark Icker, who was accused of sexually assaulting women while on-duty in both Luzerne and Lackawanna counties, will spend 15 years behind bars, court records show.

Icker was sentenced on Friday by United States District Court Judge Malachy E. Mannion in his Scranton courtroom. Icker’s sentence comes after he entered a guilty plea in federal court to two counts of deprivation of rights under color of law.

The guilty pleas served as a global resolution to the charges he was facing both at the federal level and out of the local counties. Icker was accused by several women of soliciting sexual favors from them in exchange for lesser penalties.

The felony offenses committed against two women, identified only by their initials, took place in back-to-back weeks in early December 2018. According to the criminal information, Icker pulled over the victims on minor traffic violations, and on both occasions found paraphernalia in the victims’ vehicles.

He then solicited oral sex from the victims in exchange for ignoring the paraphernalia. According to the information brought up in federal court, he kept his loaded firearm on him during the acts, and kept the victims handcuffed throughout.

Three other victims also made similar claims against Icker, claiming various sexual offenses. While these charges were filed at the county levels, they were taken into account as part of the global plea deal last November.

In addition to 15 years in prison, Icker will spend three years under supervised release upon the completion of his prison term. Icker will also be required to participate in a sex offense-specific treatment program and undergo a mental health treatment program upon his release.

Icker, who was terminated from positions in Ashley and Sugar Notch, along with Jessup in Lackawanna County, will surrender to the Bureau of Prisons on Aug. 7, court records show.
