HAZLETON — City police say they arrested Joel Castillo Pena, 27, when he was allegedly found in possession of cocaine, heroin and marijuana early Monday morning.

Police responded to a report of a shirtless man, identified as Pena, yelling and screaming in the area of Second and Peace streets just after 4 a.m.

Pena was located in the area and admitted to yelling with intentions to speak to an ex-girlfriend from a second story window, police said.

Police searched Pena, allegedly finding nearly $1,000, a digital scale with white residue, a large white rock that was a cutting agent, cocaine, crack cocaine, marijuana, raw heroin and numerous prescription medications.

Pena was arraigned by District Judge Ferris Webby of Wright Township on three counts of possession with intent to deliver a controlled substance and one count each of possession of a controlled substance, possession of marijuana and loitering and prowling at night. He was jailed at the Luzerne County Correctional Facility for lack of $75,000 bail.
