PLYMOUTH — The borough council selected Frank Coughlin to serve as its president

All council members voted for Coughlin’s appointment with the exception of Gay Kochinski, who was absent from the meeting.

James Mahon will serve as vice president.

In other matters:

• Coughlin announced that the borough’s clock has been repaired. Coughlin added that the “problem was with the electrical wiring” and that all donations that were made to the clock’s fund “will be used for maintenance” or if the clock needs future repairs.

• William Acuff has been appointed to the position of full-time police officer. Acuff will receive an annual salary of $24, 034.17 as well as other applicable benefits that apply to him under the current bargaining agreement.

• Mayor Dorothy Petrosky announced that the school resource officer was present at the high school for 3 days, informing the students of the dangers of the “spice” epidemic and other illegal substances which have been affecting many of the borough’s youth.

• John Fry of the Plymouth Citizens Action Committee spoke out against the growing problem of the borough’s youth loitering and vandalizing.

“Having nothing to do is not an excuse for bad behavior” Fry said. He added that the “problems begin at home” and that many parents expect the “government, the police, and the school district to take care of their kids.”

Fry added that parents need to take care of their children and that there is no justification for their bad behavior.

Vice President James Mahon added that a contributing factor is the fact that the children are going back to a building which is merely a “house” and not a “home.”

The next council meeting will be at 7 p.m. on Sept. 8.
