It was not surprising that the Republican-controlled legislature passed a bill lowering the state’s corporate income tax rate from almost 10 percent to nearly 5 percent over a period of years. Obviously, this should increase corporate profits and could increase dividends for their wealthy stockholders.

However, it was disappointing that Gov. Tom Wolf signed that legislation into law without negotiating a corresponding decrease in either or both of the state’s personal income or sales tax rates that would have benefited the state’s working-class tax-payers.

It would be even better if the Republicans enact a constitutional amendment permitting school districts and local, county and state government to use a graduated income tax, based on their taxpayers ability to pay, for their tax revenue.

Unfortunately, that’s just wishful thinking on my part.
