WILKES-BARRE — Isaac Lewis freely walked into the office of District Judge Martin Kane to obtain a copy of a criminal complaint charging him with drug trafficking offenses.

He left in shackles.

City police arrested Lewis, 19, on allegations he fired a shotgun inside an occupied apartment building on Madison Street, which endangered five people on Feb. 12.

Lewis was immediately arraigned by Kane on six counts each of discharge of a firearm into an occupied structure and recklessly endangering another person, and a single count of false swearing to police. He was jailed at the Luzerne County Correctional Facility for lack of $25,000 bail.

Lewis was free on $50,000 on drug trafficking charges that were filed on March 5.

Lewis was arrested when he went to Kane’s office to pick up arrest papers in anticipation of a preliminary hearing on the drug charges on Thursday.

According to the criminal complaint:

Police investigated a report that someone discharged a firearm inside 410 Madison St. on Feb. 12.

Lewis and two occupants of an apartment claimed another man, whom they did not know, inside their residence fired the round.

The round passed through the ceiling into another apartment occupied by five people, police said.

No injuries were reported.

Lewis allegedly admitted he fired the shot when police and U.S. Marshals discovered a pump action shotgun from his apartment on March 5, the complaint says.

An officer stated to Lewis, “That shotgun that was in your apartment looks like one that could fire through your ceiling into your neighbor’s apartment.”

Lewis replied, “That’s the one. I did it. I’m sorry, I was scared, I’ve never been in trouble before. I didn’t know what to do,” according to the complaint.

Police and U.S. Marshals were at the apartment building on March 5 searching for a fugitive wanted for a parole violation in New York.

Police said they found the shotgun, a .380 caliber handgun and suspected marijuana inside Lewis’ apartment, the complaint says.

Lewis was charged with possession with intent to deliver a controlled substance, possession of small amount of marijuana and possession of drug paraphernalia.
