WILKES-BARRE — Three men were arrested Wednesday after city police seized a large amount of heroin from a residence on North Washington Street and a vehicle stopped for a traffic violation in separate incidents.

Police arrested Gary R. Dozier, 43, on charges he was selling heroin from his North Washington Street apartment in the 400 block throughout March.

A search warrant was served at Dozier’s apartment where police allege they found a large quantity of heroin, suspected marijuana, a loaded 9mm handgun next to a bed, two loaded handguns in a safe, a cell phone used during undercover drug buys and packaging materials, according to the criminal complaint.

Dozier was arraigned by District Judge Rick Cronauer in Wilkes-Barre on five counts of possession with intent to deliver a controlled substance, two counts of criminal use of communication facility, and one count each of possession of a controlled substance, possession of drug paraphernalia and possession of a small mount of marijuana. He was jailed at the Luzerne County Correctional Facility for lack of $75,000 bail.

In a second incident, police arrested Kyle A. Fowlkes, 20, of Sambourne Street, Wilkes-Barre, and Rahmir Brayboy, 20, of Chester, after heroin was found in a van Fowlkes was driving on Wednesday.

Police allege Fowlkes was stopped on North Wilkes-Barre Boulevard for failing to use a turn signal when he turned from East Market Street at about 4:45 p.m.

Police had the van towed as neither Fowlkes and Brayboy, a passenger, had a valid driver’s license.

After the van was towed, police allege they found a bag containing a large quantity of heroin packets between the driver and passenger seats, according to the criminal complaint.

Fowlkes and Brayboy were later found walking in the area of Coal and North Empire streets where they were arrested.

Fowlkes and Brayboy were each charged with a single count of possession with intent to deliver a controlled substance. They were arraigned Thursday by District Judge Martin Kane and jailed at the county correctional facility for lack of $30,000 bail each.
